Operational separation

In 2005 the Commonwealth Government passed legislation for the ‘operational separation’ of Telstra which governs the way Telstra’s business units work with each other and with wholesale customers.

The Government's objectives in introducing operational separation were:

  • to promote transparency and equivalence in the supply of ‘designated services’ to wholesale and retail customers;
  • to promote responsiveness in meeting wholesale customer needs in the supply of "eligible services".

Telstra will meet its obligations under operational separation through the Operational Separation Plan which requires us to maintain and operate, substantially separately from one another, a wholesale business unit; one or more retail business units; and a key network services business unit. This is to:

  • ensure the delivery of high quality wholesale services; and
  • promote equivalence in relation to the supply of designated services.
